INVITATION TO APPLY FOR ELIGIBILITY AND TO BID The MARIVELES WATER DISTRICT, through its Bids and Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and if found eligible, to bid for the hereunder contract: Name of Contract : PERMANENT RELOCATION OF TRANSMISSION LINE (Relocation due to Rehab/Reconstruction of Bridge) Location : BRGY. Supply of Fittings & Interconnection of Pipelines 2 lots Approved Budget for the Contract (ABC) : TWO MILLION TWO HUNDRED THOUSAND PESOS (Php 2,200,000.00) Contract Duration : Thirty (30) Calendar Days Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR). Receipt and Opening of Bids June 9, 2016 (Submission-10am, Opening-2pm) The BAC will issue to prospective bidders Eligibility Forms at MARIVELES WATER DISTRICT OFFICE, upon their submission of a LOI, and upon their payment of a non-refundable amount of ONE THOUSAND FIVE HUNDRED PESOS_ to the Mariveles Water District Cashier. Prospective bidders shall submit the Eligibility Requirements to the BAC at the said address. They may also obtain the results of the Eligibility Check by the BAC at the same address. The BAC will issue Bidding Documents only to bidders declared by the BAC to be eligible for the bidding upon payment of a non-refundable amount of _FIVE THOUSAND PESOS_ to the Mariveles Water District Cashier. The Mariveles Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. Mariveles Water District (MARIWAD) implements Citizen’s Charter which is the utility’s public document that features the service standards of its top frontline services. This includes the processing of: new service connection application; reconnection of water service; water payments; customer assistance on complaints; request for repairs – high consumption; request for disconnection of water service/temporary plug. Specifically, the charter provides the following step by step procedure for the transacting public, the name of department/division responsible for each step, the maximum time that will spent for the process of documents to be presented by the client and the amount of fees and procedure for filing complaints in relation to requests and applications, and feedback. All these however are applicable only to front line customer services under normal condition. This charter is in pursuant to R.A. 9485 (The Anti Red tape Act of 2007). This public service intends to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape and preventing graft and corruption. R.A 9485 requires all government offices and agencies including GOCC to provide frontline services to have its own citizen’s charter.
